Disney验厂化学品废弃物管理程序

1.目的本标准以明确制定公司产生废弃物的分类、收集、保管及处置的方法为目的。2.适用范围本标准适用于工场范围内产生废弃物的管理。3.用语定义与分类所谓废弃物是指公司生产、办公或进行其他活动所产生的污染环境的物质。公司根据废弃物的性质和实际状况,将废弃物分为危险废弃物、生产废弃物、通常废弃物三大类。A.危险废弃物:可能对周边环境或人体安全健康有害的剧毒、易爆、辐射、放射、感染性的废弃物质。B.生产废弃物:因公司生产活动而产生的非危险的废弃物质。生产废弃物根据性质分为可回收和不可回收两类。B.通常废弃物:不属于危险废弃物和生产废弃物,因公司日常活动(办公、生活等)所产生的废弃物。4.管理职责4.1全体管理责任者副总经理任命厂长为废弃物全体管理责任者,主要负责公司废弃物处理的全体监督和对外部各方的协调,各部门处理责任者的任命并明确其职责。4.2废弃物处理责任者废弃物处理责任者为各部门长,担负有以下职责:1)指导和监督各部门生产办公等活动所产生的废弃物得到正确妥当处置。2)自部门废弃物种类把握,并调动本部门的全体力量,为废弃物的再利用和减量化而不断努力和改善。3)协助全体管理责任者顺当完成国家及地方对废弃物的管理规定事项。4.3废弃物处理担当者废弃物处理担当者由各部门长指定,主要担负以下工作:1)确实按照规定方法对废弃物进行分类处置。2)废弃物放置场所的标识和整理。5.废弃物处理的委托公司全体管理责任者对废弃物处理的外部回收站进行调查,挑选具备资格的外部回收站。与之协议完毕后,委托其对公司的废弃物进行处理。6.《固体废弃物分类一览表》的作成与维持6.1作成各部门作成附表《固体废弃物分类一览表》,并取得部门长承认后送交环境管理事务局。其中,危险废弃物应指定处理担当者,其他废弃物不必指定。6.2维持1)各部门在有新的生产活动,如:生产线变更、新制品或新设备导入,部品出货形态变更时,应对《固体废弃物分类一览表》进行重新评审或修订(必要时)。2)正常情况下,每一年重新评审一次,必要时进行改订。此外,新的废弃物种类区分困难时,向环境管理事务局查询。7、废弃物分类的教育各部门应利用会议或其他形式向各级人员说明废弃物分类的重要性和方法,使废弃物分类成为全体员工的常识。8、废弃物的处理各部门应对自部门产生的废弃物担当管理处置责任,度要实施以下事项:8.1暂时放置场所标识在简单易行的前提下,和各部门自行设定废弃物暂时放置场所。并按照分类明确标示,使人一目了然。以下为通常原则供参考:1)同一场所废弃物箱设置数量应不影响工作的方便性为宜。2)大量同类废弃物产生场所应设专门废弃物放置箱。3)种类多数量少之废弃物产生场所,暂时将可回收与不可回收的废弃物分开,在公司统一设置的废弃物暂置场所投放时再按分类进行投放。8.2投放各部门可将废弃物暂时投放在公司统一设置的废弃物统一暂置场所。废弃物投放时,应按照分类进行准确投放,防止混放、飞扬和异味产生。废弃物统一暂置场所的废弃物由生产管理科担当者每日运送公司指定垃圾场。8.3放置场所的维持废弃物放置场所应经常整理、整顿、清洁、清扫。防止异味、苍蝇、蚊子产生。
